Laguna Woods Village began in 1964 as Leisure World Laguna Hills, one of the country’s pioneering planned retirement communities. It was renamed Laguna Woods Village in 2005, and the surrounding city of Laguna Woods incorporated in 1999. The Village is the city — close to thirteen thousand homes, the large majority of everything here.

The housing is not the usual mix of individually owned houses. Most of it is co-operative units — the Village calls them manors — and condominiums, organized under mutual housing associations, with a smaller number of single-family homes. Common grounds and services are managed centrally. The practical effect is that in Laguna Woods, the structures around a home, including garages and carports, are frequently the association’s responsibility rather than the individual resident’s. That is the first thing to know.

Carports, Not Always Garages

Before anything else in Laguna Woods, there is a simple question: do you have a garage, or a carport?

A large share of the Village — particularly the co-operative manors of the United Mutual — is served by carports. A carport is an assigned, covered parking stall, owned and maintained by the mutual association. It has no door.
